Preparation of Safety Data Sheet (SDS)

The Brazilian standard ABNT NBR 14725, first edition 03/07/2023, is based on the Globally Harmonized System (GHS) of the United Nations and aims to guarantee a high level of protection of human health and the environment, as well as free movement of substances, mixtures and articles.

The Regulation for the Transport of Dangerous Products ANTT Resolution No. 5988 of March 11th of 2022, and updated by Resolution No. 6016 of November 5th of 2023 requires manufacturers, importers and distributors of substances or mixtures to classify, label and adequately package its hazardous chemicals before placing them on the market.

One of the main objectives of preparing a Safety Data Sheet (SDS) is to determine whether a substance or mixture of substances presents properties that lead to a dangerous classification. In this context, classification is the starting point for hazard communication. When relevant information (e.g. toxicological data) about a substance or mixture meets the GHS classification criteria, the hazards of a substance or mixture are identified through the assignment of a certain hazard class and category. The hazard classes contained in the GHS cover physical, health, environmental and other hazards.

Once a substance or mixture has been classified, identified hazards must be communicated to other actors in the supply chain, including consumers. Hazard labeling allows the hazard classification, with labels and safety data sheets, to be communicated to the user of a substance or mixture, to alert them to the presence of a hazard and the need to manage associated risks.

The GHS establishes detailed criteria for labeling elements: pictograms, signal words and standardized statements for hazard, prevention, response, storage and disposal, for each hazard class and category. It also establishes general packaging standards to ensure the safe transport of dangerous substances and mixtures. In addition to hazard communication through labeling requirements, the GHS also forms the basis for many legislative provisions relating to chemical risk management.
